- make the pkgconf program independent of the location of the build
  tree - instead of Config.hs, we pass the configuration parameters in
  as options.  This is necessary for .hc bootstrapping.

- remove the ghci driver stuff, it moved to the ghci subdirectory.

- remove ghc5.hs
