Make ModLocation have a FilePath
instead of (Maybe FilePath) for
the object-file location

This generally tides things up, and makes ml_obj_file more like
ml_hi_file.

Furthermore the ml_obj_file field gets filled in even when we
initially expect just an .hi file.  This is important for Template
Haskell.
