Following near-silence on the libraries list, add

  openBinaryFile :: FilePath -> IOMode -> IO Handle
  hSetBinaryMode :: Handle -> Bool -> IO ()

to System.IO.

IOModeEx(..) and openFileEx are still available from IOExts (package
lang), but are marked DEPRECATED.
