Wibble to GHCi constraint simplification

The new GHCi constraint-simplification story, with defaulting for
Show, Eq, Ord, should only apply to command-line expressions, not
to modules loaded by GHCi.

Hence new variant, TcSimplify.tcSimplifyInteractive
