Fix the +RTS -V0 option introduced recently; it didn't work at all, now it does.

Fix the +RTS -V0 option introduced recently; it didn't work at all, now it does.
Also, I documented it.  +RTS -V0 disables the internal RTS timer
completely, which is useful for repeatable debugginng.
