use $(GHC) for $(MKDEPENDHS), since $(GHC_INPLACE) isn't built yet.
There's a minor problem with this, in that if you've added any options
to GhcLibHcOpts that are specific to the new compiler, 'make boot'
won't work.  bleugh.
