MERGE to STABLE

Switch the order of equations generated by FunDeps.improve,
so that the error messages are more perspicuous.

This fixes SourceForge [ ghc-Bugs-1234239 ]
  "Bad location for violation of functional dependency"

tcfail143 tests.
