Use $(if...) to get lazy tests instead of if..endif in a few places

This means it should be possible to set GhcUnregisterised=YES in
build.mk and the rest of the settings should follow automatically
(GhcWithNativeCodeGen, SplitObjs, GhcWithSMP).
